  • The global seed distribution market is rapidly transforming into a high-value-added seed market, with the production and distribution of processed seeds expanding, led by multinational seed companies. However, domestic seed companies still lack investment in seed processing, and the level of technology for processing distributed seeds is relatively low. The proportion of seeds processed and produced by seed companies must be increased to transform the domestic seed industry into an internationally competitive export industry. According to the results of a survey of 2,679 domestic companies by the National Seed and Variety Service (2021), the main business field of seed companies is seed production (1,192 companies), followed by seed sales (1,041 companies), nurseries (328 companies), and seed processing (35 companies). In conclusion, few companies conduct business in the field of seed processing. Accordingly, the government plans to build seed-processing facilities for joint utilization by seed companies to expand the supply of high-quality seeds from domestic seed companies. To this end, we investigated the seed- processing status of major seed companies and conducted a demand survey for facilities and equipment in the seed-processing field. Details and operational plans for the establishment of a tentatively named ‘Seed Enterprise Joint Utilization Seed Processing Center,’ based on domestic companies' processing status and demands, are presented in this paper.

세계 종자시장은 '21년에 551억 달러 규모로 추정되며, 연평균 성장률 5.8%로 성장하여 '26년에는 약 730억 달러 규모에 이를 것으로 전망된다(MAFRA 2023). 다국적기업의 투자 확대, 국가별 종자산업 지원 강화, 세계 인구 증가, 비건 식단과 같은 소비행태 변화 등으로 인하여 세계 종자시장은 꾸준한 성장을 이어가고 있다. 이에 반해, 국내 종자시장 규모는 '21년에 6억 달러(약 7,400억 원)로 세계 종자시장의 1.1%를 차지하고 있으며, '31년까지 10억 달러(약 1조 2,300억 원) 규모로 성장할 것으로 전망하고 있다. 전세계 종자 유통시장은 다국적 종자업체를 중심으로 가공처리 종자의 생산 및 보급이 확대하고 있어 고부가가치 종자시장으로 빠르게 전환되고 있다. 전체 종자시장에서 가공처리 종자의 비중은 '21년에 약 83.2%로 상당히 높은 수준이며, 고품질 종자에 대한 수요가 지속적으로 증가함에 따라 가공처리 종자의 점유율이 더 커질 것으로 예상된다(Table 1). 반면, 국내의 종자업체는 아직 종자가공처리에 대한 투자가 부족하고, 유통종자의 가공처리 기술수준도 상대적으로 낮은 것으로 인식되고 있다. 국내 종자산업을 국제적인 경쟁력이 있는 수출산업으로 육성하기 위해서는 국내업체가 생산공급하는 종자의 가공처리 비중을 높여야 하고, 이를 위한 선제적인 투자 및 기술개발이 활성화될 필요가 있다.
종자가공처리는 해충, 질병 등 외부 요인으로부터 종자를 보호하거나, 발아율, 성숙도 등 종자 내부품질을 향상시킴으로서 부가가치를 향상시킬 수 있는 일련의 기술을 말한다(Javed & Afazal 2020, Jo et al. 2023). 주요 가공처리 기술로는 펠렛코팅, 프라이밍, 필름코팅 등 직접적인 종자처리 기술을 지칭하며, 품질제고를 위한 제반 기술도 종자가공처리 범위에 포함된다(Pawar & Laware 2018). 그렇지만 통상적으로 종자의 부가가치 향상을 위한 가공처리 기술은 코팅과 프라이밍이 있다. 종자코팅은 주로 펠렛코팅을 통해 종자의 크기와 무게, 모양 등을 균일화하여 종자 취급을 용이하게 하거나, 미세종자의 기계파종 등 파종 효율성을 향상시킬 수 있는 기술이다(Pedrini et al. 2017). 최근 기계파종이 증가하면서 종자의 외형이 균일하고 표면을 매끈하게 하는 코팅기술에 의하여 농작업의 효율성을 높이고 있다. 특히 종자의 크기가 너무 작을 경우 펠렛코팅을 통해 파종작업의 효율성을 높이고 있다. 종자 펠렛 고형물질로는 석회를 포함한 여러 광물질들이 사용되고 있는 것으로 알려져 있으나, 펠렛 물질의 제조법은 특허로 보호하거나, 기업의 극비사항으로 관리하고 있어 후발 업체가 활용하기는 매우 어려운 것이 현실이다. 펠렛코팅이 종자 외부에 대한 물리화학적인 가공처리 기술이라면, 프라이밍은 종자내부의 생리적인 면을 개선하기 위한 처리기술이다. 통상 프라이밍은 발아가 느린 종자의 발아를 가속화하거나, 작물이 균일하게 성장하도록 종자 발아시기를 조절할 수 있는 종자처리 기술이다. 프라이밍을 통한 유묘출현율 및 균일도 향상 등 발아를 조절하는 기능 외에, 병충해 방제, 면역력 강화, 강건한 유묘 확보 등을 목적으로 기능성 물질 추가 등 다양한 프라이밍 기술이 개발되고 있다.
신품종 종자 가공처리에 대한 필요성이 높아지고 있는 가운데, 국제적으로 유통되는 종자의 대부분은 가공처리를 거친 고부가가치 상품인데 반하여, 국내업체가 생산, 유통하고 있는 종자는 아주 간단한 처리를 거쳤거나, 종자가공처리 자체를 하지 않은 것이 많다. 국내업체의 종자가공처리 현황은 국립종자원의 종자산업현황조사(2021)에 잘 나타나 있다(Table 2). 국내 2,679개 종자업체를 대상으로 조사한 결과에 의하면, 국내 종자업체의 주된 사업분야는 종자생산이 1,192업체로 가장 많으며, 종자판매(1,041업체), 육묘(328업체), 종자가공(35업체) 순으로 나타나서, 종자가공처리를 주된 사업으로 수행하고 있는 기업은 매우 적다. 특히, 소규모 업체의 경우에는 주된 사업은 종자생산이 1,088업체(46.0%), 종자판매가 891업체(37.7%)로 대부분을 차지하며, 종자가공을 주된 사업으로 하고 있는 업체는 28개(1.2%)로 아주 미미한 수준이다 (KSVS 2021).
국내 종자시장 규모는 앞에서 살펴본 바와 같이 전세계 종자시장의 1.1% 수준으로 상대적으로 작고, 내수 종자시장은 이미 성숙기에 도달하여 시장의 확대는 어려운 상황이다. 국내의 종자산업이 한 단계 성장하기 위해서는 해외시장을 개척하여야 할 시점이다. 국내 종자업체의 신품종 개발능력은 비교적 우수하나, 사업규모가 상대적으로 적어 고부가가치 종자 생산을 위한 투자는 부족한 편이다. 국내 종자산업을 국제적인 경쟁력을 갖춘 수출산업으로 육성하기 위해서는 품종개발에 대한 투자뿐만 아니라 생산종자의 부가가치를 높일 수 있는 종자가공처리 분야의 투자도 확대되어야 할 시점이다. 이에 정부는 국내 종자업체의 고품질 종자공급을 확대하고, 우리 농산물의 부가가치를 높이며, 종자산업을 수출전략산업으로 육성할 목적으로 종자업체가 공동으로 활용할 종자가공처리 시설을 구축하고자 한다. 본 연구는 국내 종자기업이 공동으로 활용할 수 있는 종자가공처리센터를 구축하고 운영하기 위하여, 국내업체의 가공처리 현황과 수요를 조사한 후 이를 토대로 가칭 ‘종자기업 공동활용 종자가공처리센터’의 구축 및 운영방안을 제시하고자 한다.
종자업체를 대상으로 종자자공에 대한 수요조사를 2023년 5월 6일부터 5월 25일까지 실시하였다. 한국종자협회를 통해 회원명단을 확보하고, 협회 차원에서 조사협조 공문을 발송하고, 업체별로 별도로 연락하여 조사 취지와 목적을 설명하고 조사 협조를 요청하였다. 조사대상 23개 업체 중 규모가 영세한 1개 업체를 제외한 22업체가 조사에 참여하였다(KOAT 2023).
조사업체의 일반적 현황을 살펴보면(Table 3), 지역별로는 수도권이 59.1%로 가장 높게 나타났으며, 설립년도는 20년 이상이 50.0%로 절반을 차지하고 있으며, 2022년 기준 종자 취급물량이 5톤 이하가 13업체(59.1%)로 가장 많았다. 50톤 이상을 처리하는 6개 업체(27.3%)는 이미 육종, 채종, 종자가공 등을 자체적으로 처리할 수 있는 업체였으며, 이들은 공동이용시설에 대한 의존도가 상대적으로 높지 않을 것으로 사료된다.
작물별 취급물량을 살펴보면(Table 4), 2022년 기준으로 채소류가 96.4%로 대부분 채소종자를 취급하고 있으며, 식량작물은 1.2%, 화훼류와 특용작물은 1%이하로 상대적으로 낮았다. 상대적으로 취급물량이 많은 채소작물의 종자가공에 대한 투자를 먼저 추진하고, 추후 식량작물 및 화훼작물로 확대할 필요가 크다.
조사업체의 종업원 수는 평균 54명으로 나타났으며, 이는 종자가공시설 종사자 및 사무원, 관련 연구원을 모두 합친 수치이다. 지역별로는 수도권이 중대규모 업체가 많아 종업원 수가 가장 높게 나타났으며, 종업원 중에서 품질관리 인원은 QA (Quality assurance) 3.3명, QC (Quality control) 7.1명, 발아시험 2.1명으로 나타났는데 QA/QC/발아시험 인원이 중복된 경우가 많아 실질적으로는 7명 정도로 13.0%를 차지하고 있다(Table 5). 규모별로는 5톤 이하가 9명으로 이 가운데 품질관리 인원은 약 2명으로 나타났다. 종합하면 수도권에 위치한 업체나, 50톤 이상의 물량을 처리하는 업체의 경우에는 종자가공처리 업무 담당자가 어느 정도 확보되어 있었으나, 이외의 중소업체의 경우 품질관리 인원이 상대적으로 적어 향후 종자가공처리 시설을 설치하여 운영할 때, 시설활용 및 품질관리를 지원한 인원을 확보하여야 할 것으로 판단된다.
종자업체의 종자가공처리 현황 조사에서 종자기업이 고품질 종자를 판매할 수 있도록 지원하고, 국내 보급종자의 품질을 향상시키기 위해서는 종자가공처리 시설의 지원이 필요할 것으로 보인다. 종자기업이 활용할 수 있는 공동활용형 가공처리시설 설치에 대해 어떻게 생각하는지에 대하여 현황조사에 참가한 업체를 대상으로 공동활용형 종자가공처리 시설의 필요성, 설치장비 및 운영방안에 대한 수요조사를 실시하였다(KOAT 2023).
공동활용형 가공처리 시설의 필요성
공동활용형 가공처리 시설의 필요성에 대한 응답은 5업체만 부정적인 것으로 조사되었다. 조사결과는 매우 긍정적이라는 응답이 36.4%, 긍정적이라는 응답이 22.7%로 59.1%(13업체)가 설치하는 것에 긍정적으로 생각하고 있으며, 부정적이라는 응답 비율은 22.7%(5업체)보다 높게 나타났다. 5톤 이하의 중소 규모 업체에서 긍정적인 응답비율이 상대적으로 높게 나타났다. 부정적인 응답을 한 업체는 5개로, 일정 기간에 수요가 몰려 필요시 사용 못할 것으로 예상되기 때문이라고 4업체가 응답했고, 자체 시설을 보유하고 있어 이용할 일이 적기 때문이라고 1업체가 응답하였다(Table 6). 따라서 향후 종자가공시설을 구축할 경우 부정적인 응답을 한 업체의 참여를 높이기 위해서는 일시적으로 종자가공 처리물량이 집중될 경우 이를 효과적으로 처리할 수 있는 방안 마련이 필요할 것으로 사료되었다.
공동활용형 가공처리 시설의 필수장비
공동활용형 종자가공처리 시설을 설치할 경우 필수장비에 대해서는 17업체가 응답하였다(Table 7). 응답한 17개 업체에 대한 집계 결과, 반드시 설치해야할 장비로는 정선기가 14 (82.3%), 프라이밍기, 포장기, 선별기가 각각 12 (70.6%), 종자저장고, 실험온실이 11 (64.7%), 소독기, 건조기, 펠렛코팅기, 종자검사실이 10 (58.8%), 필름코팅기가 9 (52.9%), 품질관리기 8 (47.1%)로 나타나 대부분의 처리장비가 설치되어야 한다고 의견을 제시하고 있었다. 업체별로 채종 및 수집 현장에서 필요한 기기를 제외하고 종자가공 시설에 필요한 일관된 장비의 구입 및 설치가 필요한 것으로 나타났다.
외국산에 대한 선호도가 상대적으로 높은 장비는 프라이밍기, 품질검사기, 필름코팅기, 펠렛코팅기, 트리팅기, 정선기 등 이었으며, 선호 이유는 관련분야 기술력이 한국보다는 우수하기 때문이라고 응답하였다(66.7%). 그 외의 종자처리 장비는 국산과 외산에 대한 선호도의 차이가 없었다. 외국산 장비가 선호되는 분야의 기술개발, 외산 장비 설치 시 기술정보 제공, 사후관리에 대한 면밀한 검토가 필요할 것으로 사료된다. 이외에도 비중선별기, 색채선별기, 생물접종실험실 등이 추가적으로 설치해야 할 필요가 있다고 하였다.
공동활용형 가공처리 시설의 단계별⋅작목별 수요량
공동활용형 종자가공처리 시설을 설치할 경우 작업 단계별⋅작목별 예상 수요량을 분석한 결과에 따르면, 우선 작업 단계별로는 필름코팅 67,350 kg, 정선 66,750 kg, 포장 64,400 kg, 저장 55,350 kg, 프라이밍 38,850 kg 순으로 수요량이 큰 것으로 나타났다(Table 8). 이는 앞에서 살펴본 반드시 설치해야 할 장비내역과 유사하게 나타나 이와 관련된 장비는 우선 구축되어야 할 것으로 판단되었다. 작목별로는 가지과, 배추과, 박과 작물의 주요 품목에 대한 가공처리 수요량이 많으며, 국내에서 육종이 활발하여 품종의 경쟁력이 높은 고추, 무, 배추, 양배추 종자에 대한 가공처리 수요량이 많은 것으로 나타났다(Cho et al. 2020). 이들 품목의 종자가 국내외적으로 많이 유통되고 있어, 국내 육성 품종의 종자에 대한 내수 및 수출 시장에서 종자가공처리의 요구가 많다는 것으로 사료된다.
종자가공처리센터 조성의 기본방향
종자업체의 종자가공처리 현황 및 수요조사를 바탕으로 업체를 지원하는 종자기업 공동활용형 종자가공처리 센터를 구축하고자 한다. 이 센터가 종자기업이 요구하는 고품질 종자생산 및 보급을 지원하기 위해서는 업체 현황과 수요를 반영하고, 미래의 종자산업 발전을 위한 정부의 정책을 고려하여, 상당기간 동안 종자업체의 종자처리 수준을 향상할 수 있는 역할을 수행할 것으로 예상하고 있다. 여기에 업계의 전문가 의견을 반영하여 종자기업 공동활용형 종자가공처리센터 조성하기 위한 기본방향을 시설구축, 종자처리, 품질관리, 보안강화, 협력네트워크, 지속운영 등의 관점에서 검토하였다(Table 9).
종자가공처리센터 건축 및 설계
종자가공처리센터는 시설이용자의 편의성을 고려하고, 종자 보안을 보증할 수 있도록 단계별 공간의 분리, 시설이용자의 출입통제, 내부작업자의 동선확보 등에 대한 면밀한 검토가 이루어지고, 이를 반영한 건축설계가 필수적이다. 현 수준에서 수요조사를 반영하고 당분간 종자기업이 자체적인 가공처리 시설을 확보할 때까지 처리능력을 담보할 건축을 추진하였다(Table 10). 이를 반영한 종자가공처리센터 건축은 1층은 가공시설, 2층은 시설 이용자의 편이시설과 사무관리 공간으로 구성하여, 지상 2층 건물로 철골조 구조로, 주용도는 공장 또는 창고시설로 연면적 3000 ㎡ 규모로 구축하고자 한다. 주요 공간구성은 사무실, 소독실, 정선실, 프라아밍실, 코팅실, 건조실, 포장실, 저장창고로 하며, 종자가공처리 공간에는 일부 연구개발 기능을 수행할 수 있도록 조성하였다. 또한, 향후 취급물량 증가를 고려하여 시설확장성 부분도 반영하여 설계하였다. 다만, 공간배치 구상에서 종자검사 중 병리검정의 경우 전문성과 정밀성을 필요로 하며 격리된 환경이 필요하므로 종자처리가공센터 내에 설치보다는 별도의 공간에 설치하여 운영할 필요가 있을 것이다. 종자검사는 발아검사와 순도검정, 병리검정 등을 포함하는데 현재 추진중인 설계사항에는 발아검사에 한정하여 운영하는 것으로 구성하였다. 특히 병리검사는 국내에 현재 명확한 검사기준이 정립되어 있지 않으며, 추후 기준을 마련할 계획으로 기준이 정립된 이후에 추가적으로 설치를 검토할 계획이다.
종자가공처리센터 시설⋅장비 구축
종자가공센터의 목적에 부합한 장비 구축이 필요하며, 최첨단 시설과 검증된 기술력을 갖춘 장비를 구축하여 민원의 발생을 최소화하여, 안정적인 가공처리를 수행함으로서 국내 종자산업 경쟁력을 향상을 도모할 있도록 구축하고자 한다. 일부 대규모 종자회사는 자체 시설 갖추고 있으나, 국내 대부분의 종자기업은 간이시설에 의존하거나 미처리 상태로 저가 판매하고 있다. 본 센터에 영세한 종자기업들이 공동으로 활용 가능한 종자 가공처리 시설을 설치하게 되면, 종자업체의 시설투자 부담을 경감함으로서 종자산업 경쟁력 제고에 일조를 할 수 있을 것으로 사료된다. 또한 종자의 품질 및 부가가치 향상을 통해 우리종자의 수출 경쟁력을 제고할 수 있을 것이다.
시설장비 구축은 수요조사 결과에서 나타난 바와 같이, 대부분의 중소규모 업체들이 종자가공처리 시설을 이용할 것으로 보이며, 정선, 필름코팅, 펠렛코팅, 프라이밍, 포장 등의 작업을 지원 할 수 있도록 시설장비 구축을 요청하고 있다. 필요한 시설장비 수요는 정선기가 82.3%, 프라이밍기 및 포장기, 선별기가 각각 70.6%, 종자저장고와 실험온실이 64.7%, 소독기와 건조기, 펠렛코팅기, 종자검사실이 58.8%, 필름코팅기가 52.9%, 품질관리기 47.1%로 나타났다. 이들 수요를 기반으로 전문가의 의견을 반영하여 장비를 구축하고자 한다(Table 11).
종자가공센터 운영의 성패는 중소규모 종자업체가 얼마나 이용할 것인지에 달려있다고 판단된다. 상당수 중대규모 종자업체는 자체 가공시설을 구축하고 있기 때문에 센터의 가공처리 시설의 이용은 많지 않을 것으로 보인다. 운영초기에는 중소규모 업체의 종자처리 수요를 효과적으로 감당할 수 있는 운영방안을 수립하는 것이 매우 중요하다.
종자가공은 통상적으로 소독, 건조, 정선, 사이징, 프라이밍, 펠렛팅, 패킹(포장단위: 무게, 입자 등, 포장방법 : 캔포장, 플라스틱포장), 종자 x-ray 판별(고가 종자의 경우 배유가 정상인가, 충실 종자인가 판별), 품질검사(발아시험, 순도검정, 국제표준규격 준수), 저온저장(무인로봇, 질소공급, 방화자재) 등 처리과정을 거쳐야 하는 일관화된 종자 부가가치 창출을 위한 과정이다. 이러한 과정에서 종자분쟁, 계절적 집중, 품질관리 등에서 다양한 문제가 돌출될 것으로 예상되며 이러한 문제를 신속하게 해결하기 위한 운영관리 방안 마련이 요구된다(Table 12). 여기에 추가적으로 운영주체 선정, 처리 수수료의 산정, 전문가 및 운영인력 선발, 사업운영 예산확보, 시설장비 관리, 시설보안 및 안전관리까지 안전사고 등 전반적인 매뉴얼의 준비도 운영 전에 확립되어 있어야 한다.
세계 종자가공 선진기업에 비해 국내 종자가공처리 기업의 기술수준은 아직은 낮은 편이다. 현재 글로벌 종자시장에서 유통되고 있는 종자는 대부분 가공처리과정을 거친 것으로 조사되었으며, 국내 수입종자도 100% 코팅 가공처리된 상태로 거래되고 있다. 가공처리된 종자는 미처리종자에 비하여 발아율 향상, 균일한 작물 생장, 수확량 증대 등의 강점을 가지고 있어 상대적으로 고가에 판매되고 있다. 이러한 이유로 글로벌 선진기업은 자체적으로 개발한 펠렛코팅, 프라이밍 등의 종자품질을 높이는 종자가공처리 기술을 제품의 생산유통에 활용하고 있다.
그러나 국내 종자업체의 종자가공처리 기술은 업체간 기술적 격차가 크고, 대부분의 중소종자기업은 초보수준의 종자가공처리 수준에 머물러 있다. 국내 종자업체의 수요조사를 통하여 공동으로 활용할 수 있는 종자가공처리센터를 구축이 진행되고 있어 조만간 국내기업의 종자도 가공처리를 통하여 국제적으로 경쟁력이 있는 고부가가치 종자공급이 확대될 것으로 기대하고 있다.
종자처리센터가 조기에 구축되고 성공적으로 운영하기 위해서는 시설장비와 같은 하드웨어 뿐 만 아니라 용도별 맞춤형 종자처리기술의 개발도 필요하다. 종자가공처리 분야의 선진기업인 Incotech, Sumitomo 등은 필렛종자 생산을 위한 공정 및 소재를 자체개발하여 활용하고 있지만 외부로 공개하고 있지 않다. 국내에서는 국립종자원을 중심으로 종자 필름코팅 소재와 기술장비의 국산화를 추진하여 선진국 대비 90% 수준의 기술이 개발된 것으로 보고되었다(MAFRA 2023). 하지만 펠렛코팅 소재는 아직도 수입에 의존하고 있고, 프라이밍 기술은 고도화가 필요한 상황이다. 종자가공처리 원천기술 개발을 통해 기술⋅소재를 국산화하고 공동으로 활용할 수 있는 인프라 구축을 위하여 정부차원에서 핵심기술의 국산화를 위한 연구개발 지원이 시급하다. 종자가공처리센터의 기술수준을 높이기 위하여 중단기적으로 시급히 추진하여야 할 연구개발 내용을 도출하여 추진할 계획이다(Table 13).
정부지원으로 종자가공처리센터가 구축되고, 대학, 연구소 등의 우수한 종자처리 관련기술이 개발되고, 민간 종자업체의 참여로 유통종자의 가공처리가 활성화된다면 머지않아 국내 종자산업도 국제적인 경쟁력을 갖춘 수출산업으로 발전할 수 있을 것으로 기대하고 있다. 이를 위하여 관련분야의 모든 이해당사자가 합심하여 가칭 ‘공동활용형 종자가공처리 센터’의 성공적인 운영에 노력하여야 할 것이다. 우리 육종가들이 육성한 우수한 품종의 종자가 선진화된 가공처리 기술을 활용하여 전세계 유통종자시장에서 고부가가치 제품으로 자리매김하기를 기대한다.
세계 종자 유통시장은 다국적 종자업체를 중심으로 가공처리 종자의 생산 및 보급이 확대되고 있고 고부가가치 종자시장으로 빠르게 전환되고 있다. 반면, 국내의 종자업체는 아직 종자가공처리에 대한 투자가 부족하고, 유통종자의 가공처리 기술수준도 상대적으로 낮은 것으로 인식되고 있다. 국내 종자산업을 국제경쟁력이 있는 수출산업으로 육성하기 위해서는 종자업체가 생산공급하는 종자의 가공처리 비중을 높여야 하고, 이를 위한 적극적인 투자 및 기술개발이 활성화 될 필요가 있다. 국립종자원이 국내 2,679개 업체를 대상으로 조사한 결과(2021)에 의하면, 종자업체의 주된 사업분야는 종자생산이 1,192업체로 가장 많으며, 종자판매(1,041업체), 육묘(328업체), 종자가공(35업체) 순으로 나타나 종자가공처리 분야의 사업을 수행하고 있는 기업은 매우 적은 편이다. 이에 정부는 국내 종자업체의 고품질 종자공급을 확대하고, 우리 농산물의 부가가치를 높이며, 종자산업을 수출전략산업으로 육성할 목적으로 종자업체가 공동으로 활용할 종자가공처리 시설을 구축하고자 한다. 이를 위하여 주요 종자업체의 종자가공처리 현황을 조사하고, 종자가공처리 분야의 시설과 장비의 수요조사를 수행하였다. 본 연구에서는 국내업체의 가공처리 현황과 수요량을 토대로 가칭 ‘종자기업 공동활용 종자가공처리센터’의 구축을 위한 세부내용과 운영방안을 제시하였다. 센터의 효율적인 설립과 운영을 통하여 국내 종자업체의 종자가공처리 기술수준이 향상되고, 산학관연의 공동노력에 의하여 국내 종자산업이 국제경쟁력을 갖춘 고부가가치산업으로 발전하기를 기대한다.
